Two things to know upfront: the water is hard, and the rates are going up. Most long-time residents recommend a whole-home water softener and filtration system. It's one of the most common topics in the local Facebook group.

On the bright side, internet is excellent — AT&T Fiber covers 85-95% of homes, which is a big deal for the 23% of residents who work from home.

Hard Water: 138 PPM

That's rated "Hard" with seasonal spikes to 198 PPM. The limestone geology of the Duck River watershed is the culprit. Most residents recommend both a softener and a filtration system.

Sewer Moratorium

TDEC Consent Order issued August 2025 after 29 self-reported effluent exceedance violations (2023-2025). BOMA accepted terms August 5, 2025 (Resolution 25-183). Moratorium on new sewer connections for all projects without vested sewer rights. Formal moratorium framework established via Ordinance 25-29 on January 5, 2026. Plant capped at 5 MGD, operating at ~4 MGD (80% capacity). Moratorium remains until plant meets performance standards for 12 consecutive months — Mayor Fitterer estimates at least a few years.

Rate Increases

Water rates are in a multi-year escalation — the first increases since 2019.

2024: ~25% water, ~25% sewer increase

First rate increase since 2019; multi-year phased plan approved by BOMA (Ordinances 24-07 and 24-08) on June 3, 2024, based on Raftelis rate study

2025: ~30% water, ~30% sewer increase

Year 2 of phased multi-year rate plan; base and volume charges increased effective July 1, 2025

2026: TBD increase

Year 3 continuation of phased plan; bills expected to have more than doubled vs. pre-2024 rates by July 2027

This is actually a selling point. AT&T Fiber is widely available and delivers real gigabit speeds. If you work from home, Spring Hill is well-served.

Luke's note: I installed a whole-house water filter shortly after moving in — totally worth it. I'm generally not thrilled about the water rate increases, especially if you have sprinkler systems and plan on keeping your grass green. That's something to factor into your budget. On the flip side, the electricity bill here is laughably low compared to the Northeast. Coming from Maine, I genuinely couldn't believe how cheap it was. And for remote work, I have zero issues with the internet — I personally use AT&T Fiber and the speeds are great.
